Addressing Local Need

This scheme will deliver significant affordable housing for local people in a district where 662 households are currently on the housing register.

Housing register applications in Mole Valley increased by 11% in 2024/25, with an average of only 178 properties let each year. This development will deliver approximately 200 affordable homes addressing local housing need.

What is Affordable Housing?

Affordable housing is a formal planning term defined in national policy. It refers to housing provided for those whose needs are not met by the open market.

To qualify as affordable housing, homes must be:

Available to households who cannot afford to buy or rent on the open market
Allocated according to eligibility criteria set by the local authority
Provided at a cost below market rates (either to rent or buy)
Remain affordable for future eligible households (in perpetuity or with recycled subsidy)

Market Housing

Sold or rented at full market price. Available to anyone who can afford it.

Affordable Housing

Below market price. Eligibility criteria apply. Managed by housing associations or local authority.

Affordable Housing

Our proposals will provide 45% of all homes as affordable housing, approximately 200 homes. This includes:

Social rent – homes let at social rent levels, typically the most affordable option
Affordable rent – homes let at up to 80% of market rent
Shared ownership – buy a share and pay rent on the remainder
First Homes – discounted market sale homes for first-time buyers

Types of Affordable Housing

Social Rent

Homes let at social rent levels, set by a national formula. Typically the most affordable option for those in greatest need.

Affordable Rent

Homes let at up to 80% of market rent. Provides an affordable option while remaining accessible to a wider range of incomes.

Shared Ownership

Buy a share of your home (typically 25-75%) and pay rent on the remainder. You can increase your share over time.

First Homes

Discounted market sale homes for first-time buyers. Sold at a minimum 30% discount, which is passed on to future buyers.
